My savingram No.132 of 27th September 1949.
Alleged right to Chinese to enter Hong Kong. Further to my savingram under reference I feel I should invite attention to paragraph 1 of Mr. Hazlerigg's memorandum, copy of which was sent to Mr. Mayle at the Colonial Office under cover of Mr. MacDougall's letter No.62 (1/1166/47) of 26th August 1947.
The sentence in Paragraph 2 of the Peking
A Convention, 1898, i.e "Chinese officials and people shall be allowed
as heretofore to use the road from Kowloon to Hsinan" does not in our view give to Chinese a right of free ingress and egress to and from the Colony. We consider that the sentence quoted is restricted in application to the context which concerns only Kowloon City, the special position of which was abrogated by the Kowloon City Crder in Council of the 27th December, 1899.
